SCDC members are elected by Democratic voters to represent each of the county's approximately 55 election districts (EDs), with up to two members per district. All members who represent EDs in the same municipality form a town, village, or city committee, and those committees unite to form the county committee. SCDC members elect our county's representatives on the New York State Democratic Committee (NYSDC), and NYSDC members elect New York’s representatives to the Democratic National Committee.The SCDC invites interested community members to get involved. The SCDC operates with five standing committees:<ul><li>The Executive Committee handles most business of the county committee and makes recommendations to the full body on business requiring a vote of all SCDC members. SCDC members may attend Executive Committee meetings, but they are not permitted to vote on business conducted during these meetings.</li><li>The Voter Outreach Committee develops and implements programs to reach voters, especially in rural areas. This committee strives to connect with underrepresented constituencies and labor, providing diversity education and logistical support for party-building to Municipal Committees. It oversees members' use of Votebuilder (aka VAN), the Democratic Party voter database. It facilitates the recruitment of election inspectors and poll watchers. </li><li>The Fundraising Committee plans and conducts fundraising to support SCDC infrastructure and countywide campaign activities.</li><li>The Communications Committee manages SCDC's communications with the public (email blasts, website content, social media, press releases), produces countywide campaign materials (Steuben Votes ﬂiers, postcards, voter guides, lawn signs), and provides mentoring and support to municipal committees and SCDC standing committees with respect to their communications needs.</li><li>The Campaign Support Committee works with Democratic candidates for public ofﬁce at the county level and higher to ensure maximum coordination. It also develops and shares campaign tools and resources with local committees and candidates and supports the petitioning process.</li></ul>

<h2>Why Run for Local Office?</h2>Steuben County is undeniably a majority Republican county, but there are more Democrats than you might realize. In fact, there are approximately 15,000 registered Democrats compared to approximately 30,000 registered Republicans. A disproportionate number of Republicans hold public office. We believe that if more Democrats run, more Democrats will be elected.Elected officials in Steuben County do not reflect the demographic diversity of our population. We need ordinary citizens, low-income people, young people, women, people of color, and LGBTQ+ people to run for town, village, city, and county offices.The Steuben County Democratic Committee is here to help you run for public office and win.<h2>How to Run for Local Office</h2>There are two ways to get on the ballot as a Democratic candidate for local office, depending on the office:<ul><li>By petition. For most offices, Democratic candidates must collect a set percentage of Democratic signatures on a petition. A primary is held if there is more than one Democratic candidate for an office.</li><li>By caucus. For some offices, Democratic candidates are nominated at local caucuses.</li></ul><a href="https://elections.ny.gov/running-office" target="_blank" rel="noopener noreferrer">Click here for comprehensive information on running for public office in New York State</a>. <h2>What are municipal committees?</h2>The SCDC's town, village, and city committees (also known as municipal or local committees) are the primary organizing space for Democrats to come together and engage in politics, working to elect Democratic officials at all levels. Local committees may or may not have their own bylaws, which must be consistent with the SCDC bylaws. The SCDC bylaws include a set of default rules for local committees on speciﬁc topics, and those default rules must align, unless a local committee's rules provide otherwise. Local committee bylaws may also provide for up to two additional associate members for each election district within their municipality, with rights and responsibilities determined by local rules. Associate members can vote only at the local level, not at SCDC meetings.Municipal Committees have four principal functions:<ul><li>To develop a strong and active grassroots party organization, including skilled leaders, dedicated workers (including volunteers beyond the committee), capable candidates, and healthy ﬁnances.</li><li>To play a role in the planning, ﬁnancing, and implementation of campaigns for local ofﬁces. Some committees run their local candidates' campaigns entirely, while others play a more supportive role.</li><li>To support campaigns for higher ofﬁce and voter outreach in coordination with SCDC leadership</li><li>To serve as a medium of communication between registered Democrats in the community and elected Democratic ofﬁcials. Local committees often sponsor activities and other functions to increase visibility, build a volunteer base, and encourage teamwork among committee members.</li></ul>Local committees may organize to implement these functions in various ways, including forming subcommittees for fundraising, committee recruitment, and voter outreach, or designating individual point persons for specific projects. Local committees typically require funds to cover expenses associated with their own activities, and they raise money through various means, including membership dues, mail and email requests, parties, garage sales, bake sales, barbecues, and dinners.
